Preamble

This proposal serves as a formal request for a grant (“Grant Proposal”) from BlackPool DAO for the third period of 2024 (ending on December 31) in continuation and recognition of the governance proposal (BPIP#3) previously adopted by BlackPool DAO.

The Blackpool Association ("Association”), established as a pivotal entity within the BlackPool DAO ecosystem and based in Zug, Switzerland, aims to further the development and growth of BlackPool DAO through specified services aligned with the BlackPool DAO’s strategic objectives.

Grant Award

Amount Granted: The Association hereby requests a grant amount of Euro 371,050€ ("Grant Amount”) designated for the execution of the milestones further described below ("Grant Purpose”).

Milestones: The Grant Amount shall be paid to the Association in five (5) instalments as described in annex 1 ("Annex 1”) to perform the following milestones ("Milestones”):

  1. M1 (September 2024) Launch and optimize key initiatives.

BlackPool DAO Seedclub rollout: Successfully launch BlackPool DAO SeedClub, establishing it as a key growth engine for BlackPool DAO.

New reward architecture implementation: introduce and optimize a new reward architecture to enhance members’ engagement and incentivization.

Treasury consolidation: streamline and consolidate the Treasury, ensuring effective allocation and management of resources.

Divestment of non-core assets: continue the strategic divestment of assets that do not align with BlackPool DAO’s future vision, ensuring a focused and streamlined asset portfolio.

  1. M2 (October 2024) Strengthen partnerships and growth pipeline.

Pipeline expansion: actively grow the pipeline for BlackPool DAO SeedClub, identifying and onboarding high-potential projects and initiatives.

Partnership network growth: achieve significant growth in the partnership network, establishing strategic alliances that support and enhance BlackPool DAO’s objectives.

  1. M3 (October 2024) Enhance ecosystem integration and Utility.

Integration with ecosystem projects: enhance the integration of BlackPool DAO Seedclub with other ecosystem projects, creating synergies and driving mutual growth.

Utility development: develop and launch new utility features for $BPT.

  1. M4 (November 2024) Data-driven strategy and feedback loop.

Implementation of data analytics: implement advanced data analytics tools to gain insights into user behaviour and engagement, informing strategic decisions.

Feedback Loop Establishment: Establish a robust feedback loop with the community, ensuring continuous improvement and alignment with community needs and preferences.

  1. M5 (December 2024) Governance and decentralization enhancement.

Governance framework improvement: refine and enhance the governance framework to ensure more efficient and transparent decision-making processes.

Decentralization initiatives: launch initiatives to further decentralize the processes within BlackPool DAO, empowering community members and enhancing participation.

  1. M6 (December 2024) Community growth and liquidity enhancement.

Community engagement campaigns: execute targeted campaigns to grow the community, increasing new member acquisition and participation in community activities.

Liquidity drive for $BPT: drive more liquidity to $BPT through strategic initiatives and community rounds, ensuring a healthy and vibrant market.

Marketing efforts: amplify marketing efforts around Seedclub to raise awareness and attract more participants, solidifying BlackPool DAO Seedclub’s position in the market.

The first instalment of the Grant Amount shall be distributed to the Association per mutually agreeable arrangements within seven (7) calendar days following the approval of the Grant Proposal by the BlackPool DAO.

Association Autonomy

The Grant Proposal does not create a principal or agent, employer or employee partnership, or joint venture between the Association and the BlackPool DAO.

The Association is free to decide upon the way to carry out the execution or fulfilment of the Milestones set forth above. The Association retains its independence in achieving these Milestones, leveraging either internal capabilities and resources or engaging suitable third parties as auxiliary persons.

Purpose and Limitation of Use

As described in the Milestones, the Grant Amount shall fund research and development initiatives aimed at enhancing BlackPool DAO’s decentralized products and services, encompassing new product development, user experience enhancements, auditing, and risk management, as well as the operation and maintenance of the existing product when needed.

The Association understands and acknowledges that the Grant Amount shall be exclusively used to execute the Milestones defined within the Grant Proposal.

Internal regulations shall be in place to address any misuse of the funds, ensuring that all activities funded by the Grant Amount shall directly contribute to the specified project and the broader BlackPool DAO ecosystem.

IP Ownership and Source Code Publication and Licensing

The Association shall become the sole owner of any intellectual property rights in and to any kind of work products that have been or will be created in the context of this grant.

The Association acknowledges its role in holding and managing intellectual property rights within the BlackPool DAO ecosystem.

All backend and frontend code developed as part of this grant, including smart contracts and web interfaces, will be published on a designated public GitHub repository. The software will be licensed under an open-source license (such as the BSD License, the MIT License, the Apache License Version 2.0, or any other license approved by BlackPool DAO), promoting transparency and accessibility.

Reporting Obligation

In line with the commitment to transparency and accountability, the Association will include details regarding the Grant Amount and its utilization in the semi-annual report. This report will be prepared in accordance with the governance proposal’s requirements, ensuring the BlackPool DAO community is fully informed of the progress and outcomes of the funded initiatives.

This proposal, structured in accordance with both the strategic goals of BlackPool DAO and the legal guidelines provided, represents a comprehensive plan for utilizing the requested grant to achieve significant advancements within the BlackPool DAO ecosystem. The Association commits to fulfilling the outlined objectives with the highest standards of transparency, efficiency, and accountability.

Any gas fees accumulated may be allocated by the Association, or through carefully selected subcontractors, to cover the operational gas expenses and support the financial sustainability of future initiatives. This approach aims to ensure the longevity and efficiency of our ecosystem, prioritizing the community’s interests and promoting a cycle of reinvestment into our shared infrastructure.
